What is a URA?

University Research Administrators (URAs) are professionals who support university research activities.
To create an environment where researchers can focus on their research, URAs support external funding acquisition, manage projects, and promote industry-academia-government collaboration. They help bring research results back to society by facilitating partnerships with companies, local governments, and research institutions.
URAs are also involved in planning the university's research strategy and driving large-scale projects. Shimane University's URAs contribute to strengthening research capabilities as a bridge between researchers and society.

次の日本は、地方の芽から生まれます。地方大学は、若者を育て、地域産業や文化を支え、大きな雇用を生む役目を期待されており、大局的な知の統合をもって新たな時代を先導する「次の日本の芽」となります。私は総合診療医として、医療・ヘルスケア分野の多様なニーズに現場で向き合ってきた経験に加え、臨床医学・基礎医学・行動科学にわたる広範な研究成果、精度治療技術の創出や医薬品・医療機器の開発実績を有しています。現在は、医療・知財・薬事・安全保障・事業を横断する専門家として、産官学のあらゆる立場を行き来しながら、ベンチャー・スタートアップ企業や中小企業に対して、知財戦略、薬事戦略、経済安全保障戦略、事業戦略などを包括的に統合するサポートを担っています。専門である医療・ヘルスケア分野に留まらず、材料や機械など他分野も含めた安全保障輸出管理（Dual-use管理）戦略や、サプライチェーンマネジメントに関するマクロな相談にも対応しております。島根大学オープンイノベーション推進本部においては、主に医学部の特許出願案件、大学全体の安全保障輸出管理、および外国との契約マネジメントなどを担当し、地方からのイノベーション創出とリスクマネジメントに貢献するべく邁進しております。【経歴】 2008年島根大医学部卒。臨床医として研鑽に励み14年より弘前大総合診療部。16年博士（医学）。23年大学認定ベンチャー・株式会社アカデミア研究開発支援を創業。24年より弘前大学総合地域医療推進学講座・講師，島根大学オープンイノベーション推進本部・准教授（クロスアポイントメント制度）を兼任。資格：医師、博士（医学）、日本プライマリ・ケア連合学会認定医・指導医、1級知的財産管理技能士（特許・コンテンツ），AIPE認定知的財産アナリスト（特許・コンテンツ），Security Trade control Advanced（CISTEC）ほか。2024年度知的財産アナリスト奨励賞，2025年度知的財産管理技能士会表彰奨励賞受賞。役職：専門委員（裁判所、知財訴訟担当）、IPBASE（特許庁スタートアップ支援チーム）専門家、東京都知的財産総合センター薬事・ビジネス戦略コンサルタントほか

How Collaboration Works

Working with a university may sound complicated, but the process is simple. Here is the flow from first consultation to putting results into practice.

What should I ask about?Anything — even a vague idea like "we want to solve this problem" is a perfect starting point.

Who should I contact?Our office. A URA (research administrator) will assist you.
STEP 2
Matching with Researchers

What can you do?We help clarify your needs and introduce the most suitable researchers, proposing the best form of collaboration — academic consulting, joint research, or contract research.
STEP 3
Contracts

What about contracts?From NDAs to joint research agreements, we coordinate and support the process.
STEP 4
Research Begins

Cost?Estimated individually based on the scope of research. Let us know your approximate budget.

Duration?From a few months to multi-year projects, flexibly designed around your goals.

Procedures?We will guide you individually according to your plan.
STEP 5
Results & Implementation

Tax incentives?Joint and contract research expenses with universities may qualify for tax credits under Japan's R&D tax incentive scheme (open innovation type). Please ask us for details.
